Substantial scaling-up or mainstreaming of good practices is essential if progress is to be made towards achieving Targets 10 and 11 of Millennium Development Goal 7. Various initiatives such as exchange visits, city partnering, training activities, conferences and other forums for networking amongst decision-makers are facilitated by bilateral and multilateral organisations to promote scaling-up of good practices.
