The pioneering work of the Bento Rubião Foundation (FBR) in Rio de Janeiro addresses issues of land tenure and urban regularisation, as well as innovative approaches to housing provision through its Right to Land and Right to Housing programmes. In addition to empowering communities to improve their living conditions, FBR is also working successfully to influence both local and national government policy.

The Right to Land project, which is described in detail in this volume, involves the provision of legal, social and urban advice to groups who are either homeless, under threat of eviction or eligible for land tenure regularisation. The project has benefited nearly 15,000 households to date, significantly improving the living conditions of thousands of low-income families in Rio de Janeiro.
