The launch of the Homes and Communities Agency comes at a time when the sector is facing unprecedented challenges. As private house building struggles to survive the economic downturn the role of the new agency is vital. The Housing and Regeneration Act 2008 which paved the way for the Agency’s launch also brings about a number of legislative changes making it easier for councils and Housing Associations to concentrate on new house building. In the pre-Budget report the Government pledged to bring forward an additional £775 million of housing and regeneration investment. This is in addition to the £400 million of spending announced last September to help provide up to 5,500 new social rented homes over the next 18 months. What effect will these measures have? This conference assesses the potential impact of the Homes and Communities Agency and the changes introduced by the Housing and Regeneration Act.
