Over the last 20 years, Housing Associations have been the unassailable market leaders of new affordable housing provision in the UK but, with recent changes in legislation and roles, Local Authorities appear poised to take over the reins again, benefiting from a political thrust to create more direct relationships between central and local government, as well as to deliver more balanced mixed tenure developments of housing for sale, low cost home ownership, intermediate and social rent.
Major regeneration programmes are now very much back in the hands of local authorities, putting together the various pieces of the jigsaw and providing the legal mechanisms whereby all parties can work together to maximise value of Council assets, whilst achieving the best possible results and outcomes for local communities. Does this mean that Housing Associations are no longer in control, or is the situation more complex than it seems? This important conference will examine what is happening in the market, consider changes which are already happening on the ground, the impact on public, private and voluntary sector stakeholders, the measures which will be needed to stimulate housing recovery and the potential consequences for future housing policy of the results of the forthcoming General Election. An expert panel of speakers has been assembled representing the interests of Local Authorities, the Homes and Communities Agency, Registered Social Landlords/Housing Associations and private sector housebuilders and contractors to provide comprehensive coverage of the issues in question, encompassing a wide range of views. Debate is expected to be lively as different protagonists express their own expectations and requirements, as well as providing "open forum" exchanges between panel members and delegates throughout the day.
